THE ROLE

The VP, Benefits is responsible for system wide strategy, design, development and implementation of benefit programs focused on health and well-being, retirement, absence management, life and health services of other benefits to attract and retain talent, meet employee needs and meet the changing needs of the organization. Develops new and/or improved benefits designs. Manages the strategic development and ongoing administration of the System’s Benefit plans to align with the overall strategic direction of PSJH. Develops benefit philosophies and programs that ensure internal consistency, external competitiveness and fiscal responsibility. Provides leadership and direction in planning, organizing, developing, implementing, and evaluating system-wide benefits policies, practices, and procedures. Ensures accordance with applicable contracts, laws, system and institutional policies and procedures, and positive employee relation practices. Builds a team and organization to ensure alignment with the strategic direction of PSJH, and develops systems and processes to scale for future growth. Collaborates with others in identifying needs, facilitating the development of systems, programs and services, coordinating resources, and developing tools to support the business, managers and employees. In addition, this position oversees a large team of benefits professional supporting benefits plans management including but not limited to: foundation support, audit and compliance, reporting for participating entities, and annual accounting and disclosure internal and external stakeholders, vendor relations, and design and education of current and new benefit programs.

Work in collaboration with the Business Leaders, HR Operations, CHROs, Centers of Expertise, Talent Acquisition, Talent Management and Total Rewards to ensure alignment of needs to the strategies of PSJH.

CORE FUNCTIONS

  • Provides leadership in the alignment of benefit plans to support the Employee Value Proposition, Talent Management priorities, current and long range organizational goals and objectives.

  • Responsible for the overall strategy, direction and management of system-wide benefits technologies.

  • Leads the integration and standardization of all benefit programs to achieve consistency with the needs of the business and alignment with the values. Includes internal programs and M&A integration.

  • Manage Providence’s $1B in health and welfare benefits.

  • Responsible for partnering on and implementing retirement investment strategy; providing design and oversight of, PSJH’s qualified and non-qualified retirement plans and deferred compensation programs, including 401(k), 457(b), 457(f) plans (DC Restoration, DC SERP) and other retirement plans as appropriate, including management of frozen DB plans

  • Develops, with key stakeholders, and recommends annual System benefits budget; partners with Finance to develop long range plan budgets and expected outcomes. Develops ways to lower costs, supported by efficient staff assignment.

  • Responsible for designing and managing absence management programs.

  • Partner with Finance in process improvements.

  • Drives the analysis of and review of benefits related data, including budget / financial data, utilization, and employee demographics information relating to benefit strategies and plans.

  • Leads the development and implementation of communications and training programs for managers and Employees to help them understand and value their Benefits.

  • Owns relationship with external benefit consultants, TPA’s, and vendors.

  • Develops policy guidelines for administration of Benefits.

  • Collaborates with top executives and strategic Business Partners to address Benefits issues, and develop collaborative and progressive solutions.

  • Ensures that organization's benefit plans are geared to the attraction and retention of top talent.

  • Guides management team in establishing and executing on the priorities of the Benefits team.

  • Serves as subject matter expert for Benefits programs for new acquisitions. Participates in the due diligence process as needed.

  • In collaboration with other key stakeholders, creates benefit budgets for the system.

  • Leads and participates in creation of plan for change implementation across the system including benefit advisory work related to labor relations issues.

  • Works with the labor team and CHROs in the administration of collective bargaining agreements concerning benefits.Surveys and recommends benefit proposals.

  • Build and develop a strong functional team through effective recruiting, training, coaching, team building and succession planning. Work in concert with Manager(s) to articulate goals for staff development plans; guide a skills gap assessment to ensure that staff are being trained appropriately.

  • Build and/or develop a team that is competent, professional, responsive to customers, and highly motivated to achieve/exceed objectives.Motivates and rewards a highly productive team of professionals.

  • Manages virtual teams effectively and ensures resources are allocated appropriately and skills / competencies to deliver results.

  • Fosters a culture of service excellence.

  • Integrates Mission throughout each step of the Benefits process.

  • Uses measurements to predict needs and signals course correction. Prepares and presents metrics that monitor and assess Benefits related retention metrics and activities and assures the strategies and tactics are on target to meet organizational needs.Ensures customer oriented metrics are developed and reported.

  • Leads the creation, implementation and on-going support of employee education strategies, counseling programs and other communication materials emphasizing the value of PSJH retirement vehicles from a total rewards perspective.

  • Serves as the PSJH management support to the work-life committee and other governance bodies where appropriate.

  • Provides oversight of investment performance results.Advises leadership regarding opportunities for improvements in custodial process and ensures approved actions are implemented in a timely and quality manner.

  • Directs the preparation of resolutions and supporting documents by legal counsel for consideration and action by all governing committees.Directs staff, attorneys and representatives of the custodian bank and others to implement decisions made by the Work-Life Committee.

  • Responsible for the strategic assessment, prioritization and financial impact of technology solutions, systems and implementations in support of program.

  • Responsible for short- and long-range forecasting processes as it relates to the benefit programs and System Investments, oversees routine financial analysis and financial reporting.

Qualifications:

QUALIFICATIONS

The successful candidate will have a passion for excellence and strong values alignment with PSJH. The successful candidate will possess excellent interpersonal skills, a compelling presence, and strong business acumen. Ethics must be above reproach.

The ideal candidate will have at least 10 years of relevant experience as a Benefits leader. The candidate must have extensive experience in a large complex organization covering multiple geographies with over 50,000 total employees.

The successful candidate will be both a visionary and a strategic thinker with a proactive, hands-on approach. Presentation skills, both oral and written, must be superb. The successful candidate must be mature, self-assured, and capable of building credibility and engendering respect, both internally and externally.

The successful candidate will have the following qualifications:

  • At least 10 years as a senior level Benefits leader over multi-location and multi-geographical (multi-state) locations with 25,000 employees.

  • Experience in leading benefits re-design efforts in a large matrixed organization.

  • Experience moving organizations from decentralized to centralized HR environments and moving employee and management base to technology-based and centralized services (preferred).

  • Bachelor’s degree required, Masters or MBA Preferred.CEBS Preferred.

  • Experience in non-Healthcare, not for profit and Faith-based healthcare preferred.

  • Has remained abreast of changing regulatory environment.Thorough understanding of legal requirements, regulatory issues relating to employee benefits plan design and process, service provider management and wellness strategies

  • Experience in leading within a matrixed HR Delivery System.

  • Experience in HR strategic planning and working through local business partnerships, customer centric environment enhanced by technology and centers of expertise to achieve aligned objectives.

  • Experience working directly with (non-HR) senior leaders to achieve strategic initiatives with proven results in increasing retention while reducing turnover.

  • Ability to get key HR objectives accomplished though others – both direct report leaders as well as through leaders outside direct reporting relationship.

  • Has established and built large and effective teams.

  • Initiates new ideas as well as delivers what is requested.
