Providence Health & Services System Director, Operations - Regulatory Accreditation and Contracting in Renton, Washington
The System Director of Operations, Regulatory Accreditation and Contracting will provide programmatic strategic and analytic support to and in partnership with the Regional Executives as well as financial and operational management. In concert and constant collaboration with the System Lab GVP, Lab CMO, System Lab Director - Operations, Performance Improvement, Integration and Regional Executive Laboratory Directors, the System Lab Director will contribute to Regional operations in the areas of operations strategy, regulatory accreditation programming and contracting. In collaboration with the System Director, Operations, Performance Improvement and Integration, will analyze and recommend productivity and budget targets initiatives, assisting Regional Directors with regional buy in and implementation. As a member of the Laboratory Executive Team, the incumbent must support the primary goals for Providence Laboratories as outlined in the quality policy; to ensure that all of the Lab departments deliver test results that are 1) accurate 2) timely 3) compliant with all laws and regulations 4) affordable 5) continuously improved and 6) consistent with PHS core values.
This position will be highly involved in System level strategy development, and accountable for aggressive deliverables and timelines in order to decrease costs through improved efficiencies, reduction in overhead, organizational restructuring, job redesign and supply expense reductions, while still maintaining the service levels and quality necessary to service the customers of the laboratory and to attract new business. S/he will work with Regional Executive leadership to deploy these strategies and will be expected to travel as needed in order to achieve System driven timelines within the Regions.
The leader will have the following strategic objectives within the first 24 months:
Standardization of laboratory accrediting agency selection to reduce labor associated with having multiple accrediting agencies within the system relating to Quality Plans and Quality Assessment policies.
Develop a Quality Coordination team within the system, soliciting membership from each ministry with focus on standardizing policies and procedures, and ensure compliance through use of onsite assessments and internal audits, education, and leadership development.
In support of the Lab CMO, collaborate in the development of system Quality Council programming, agenda and scheduling.
In concert with the Laboratory CMO, support pathology contracting standardization to ensure quality, compliance and cost effective delivery of care.
In collaboration with the System Director, Operations, Performance Improvement and Integration, and the Regional Executive Director team, develop and implement productivity standards to ensure quality and cost effective care.
Review and monitor outreach programs for compliance to applicable federal and state regulations.
Monitor annual billing code reviews and practices to ensure each ministry is compliant with federal and state regulations.
In collaboration with VP of Lab CPG, and System Laboratory Director, Operations, Performance Improvement and Integration, create education and leadership development programming for succession planning and mentoring of system's newly promoted leaders and high performing staff with leadership potential.
Develop and implement new integration and growth strategies and initiatives consistent with lab system strategy including quality, fiscal management, compliance, reimbursement and physician support. Foster structures and programs necessary to maintain and continuously improve delivery of quality Laboratory Services across the delivery systems.
Work within broad guidelines; apply advanced technical knowledge of multiple dimensions to solve complex problems.
Recommend and ensure execution of strategic goals; develops strategy and inspire action within all regions.
Coordinating with Regional Lab Leadership, Lab CMO, and the GVP of Lab, lead the planning and implementation activities for transforming and integrating laboratory services within Providence.
Collaborate with senior leadership in the health system’s long range strategic planning activities promoting excellence, maximizing system integration in clinical practice, improving the patient care experience and enhancing the value proposition of delivered services.
Collaborate with Lab CMO and partners with regional and ministry medical staff and physician leadership to develop and strengthen relationships to promote System strategies around laboratory initiatives.
Ensure that service levels meet the needs of all clinicians and external clients and are consistent with both profitable business retention and growth.
As needed, will travel to location in order to deploy System strategies within the Region and to ensure aggressive System strategy timelines are met.
Maintain conditions necessary to meet all regulatory requirements associated with CLIA, OSHA and CAP in concert with appropriate supervisors and managers. Maintain conditions to ensure that all requirements of the Laboratory Compliance Program are met.
In collaboration with Laboratory CMO, develop system standard Quality Programming to ensure regulatory compliance and quality patient services throughout the organization.
Initiate new procedures as needed to support Business Development, Quality Management, Patient Safety and Quadruple Aim goals.
Actively support and incorporate the mission and core values into daily activities.
Required experience/education for this position include:
Bachelor's Degree (preferably in Laboratory Science or related science); or equivalent educ/experience
10 or more years In Clinical laboratory environment
10 or more years of Leadership experience
5 years of Multi-facility leadership experience
5 years of Esoteric commercial lab management experience
5 years of Clinical laboratory hospital setting
"Systems” thinker with long-term planning experience
Experience working in changing environments where flexibility and comfort with ambiguity have produced significant results
Experience and demonstrated success working in an organization with strong regulatory oversight
Strategic Leadership : The successful candidate must be able to think strategically about the development and maintenance of a clinical laboratory test portfolio of services that will serve the short term and long-term needs of the region/business and collaboratively develop short-and long-term plans to achieve System initiatives, based on a thorough understanding of both the organization’s and the patients served needs, industry trends and opportunities. S/he will demonstrate creativity and effectiveness in addressing major strategic challenges with strong communication, planning and tactical implementation skills
Change Management : The successful candidate will be known as a change champion and skilled at getting individuals, teams, and an entire Region to work synergistically, perform at the highest level, and embrace change. Demonstrated ability to make data driven tough decisions
Ability to understand and demonstrate the ability to navigate through political, regulatory, and economic challenges. Demonstrated leadership ability, communications, and interpersonal skills necessary to interact effectively with physicians, management, staff, external agencies/customers and community members
Demonstrated courage and confidence to lead and inspire an organization through change and periodic uncertainty
Proven and extremely strong business and financial management and budget development skills. Results-oriented, data driven with a focus on action and outcomes and an ability to gain consensus where appropriate. Ability to work under pressure and remain flexible with competing priorities, while still getting things done through creative implementation of the position description.
Preferred experience/education for this position include:
Master's Degree in Health Administration or Business Administration
Advanced technical degree
MLS or MT (ASCP) through the American Society for Clinical Pathology, or NCA (CLS) through the National Credentialing Agency.
