THE ROLE

The Executive Director, Health Equity Initiatives responsible for directing a system-level Health Equity Initiatives function, responsible for leading regional and system-wide partnerships and initiatives, facilitating continuous improvements efforts, and directing learning collaboratives in support of Providence St. Joseph Health (PSJH)'s Population Health Management (PHM) cross-regional Health Equity strategic initiatives. In collaboration with the VP of Health Equity & Medicaid and PHM leadership teams, the Executive Director develops a portfolio of solutions to help meet system and regional population health goals, specifically those focused on reducing health inequities, structural barriers to health and improving outcomes for BIPOC, LGBTQIA and other marginalized populations. The key area of focus will be collaboratively partnering with regional leaders in the development and implementation of the health equity initiatives. The Executive Director will manage a project manager to support the aforementioned activities, and is responsible for individually leading strategic initiatives/projects and/or provide strategic decision-making support to the PSJH population health leaders, as needed or requested.

The Executive Director builds and maintains relationships with, and acts a strategic partner to system and regional Population Health and shared services leaders, flexibly responding to needs and enhancing the internal capability within the organization to develop and drive change, facilitate alignment and create measurable impact in communities served by Providence St. Joseph Health (PSJH). The Executive Director will individually lead, as well as manage caregivers who also facilitate, both direct and virtual teams from concept phase through transition to operations of cross-functional and cross-regional system partnerships, initiatives and projects of varying size and complexity.

This role is based in Renton, WA; but the location may also be flexible across the PSJH region.

ESSENTIAL FUNCTIONS

The Executive Director, Health Equity Initiatives will:

  • In collaboration with the VP of Health Equity & Medicaid and SVP of ECMC, design and build a system-level Health Equity Initiative function to support large, complex, strategically-essential, cross-functional and cross-regional initiatives that directly address the PSJH's commitment to achieving health equity.

  • Be responsible for strategic plan development, staffing plans, and methodology development for the Health Equity Initiatives function. Direct a subordinate project manager and provides mentoring. Responsibilities include recruitment, performance management, and ongoing professional development. Ensure ongoing and continuous improvement of the team’s services and results.

  • In collaboration with the VP and ECMC leadership team, support regional and line of business health equity leaders in the development of strategic plans and key initiatives to achieve health equity and improve outcomes for populations experiencing oppression. Consult with regional and line of business health equity leaders to identify national best practices for addressing health disparities including promising and evidence-based strategies.

  • Serve as a conduit between regional and line of business health equity leaders and ECMC data science and business intelligence teams to identify appropriate means of measuring impact of key initiatives. Work collaboratively to ensure a regular cadence of reporting to measure progress and support pivots as needed.

  • Work with VP and regional and line of business health equity leaders to proactively plan for sustainability of key initiatives, including identification of federal funding mechanisms, collaboration with payer partners and advocacy opportunities.

  • In collaboration with VP and HEPC leadership, facilitate learning collaboratives focus on identifying, implementing PDSA cycles to optimize and scale promising strategies for reducing health disparities.

  • Facilitate collaboration across members of the Health Equity Council, including opportunities for lines of business to support regional efforts to advance health equity.

  • In collaboration with VP, maintain relationships with regional and line of business health equity leads including ensuring that they have a complete picture of ECMC's portfolio of offerings, including where and how their regional teams are engaging in such efforts. Building off of these conversations and leveraging data from ECMC population analytics and data science teams, serve as a resource to regional leaders in health equity strategy development and opportunity prioritization. Partner with leaders to ensure they are supported in as hoc and quarterly report-outs to senior leadership.

  • Work with system and regional health equity leaders, as well as shared services leaders to assess feasibility and impact of identified or proposed initiatives, and prioritize areas of focus in alignment with the PSJH Integrated Strategic and Financial Plan, as well as PSJH's Population Health Strategic plan with an eye towards the development and implementation of high-impact, scalable initiatives focused on improving both individual patient and population health, as well as optimizing financial impacts of providing care for patients in in our communities.

  • Direct a function that engages system and regional stakeholders in solving problems. Utilize change management and performance improvement tools. Build awareness and commitment to the change effort, and leads the ongoing communications and alignment of stakeholders throughout the process. Conduct post-initiative assessments and makes recommendations for improvement based on those assessments.

  • Along with VP, collaborate with Government and Public Affairs team to influence state and federal policy, legislative and regulatory work, where appropriate, as well as anticipating, communicating and addressing impacts at the state and system levels.

  • Be accountable for supporting the preparation and delivery of updates on Health Equity Initiatives work to PSJH Board of Directors, Executive Council, Population Health leadership and Regional leadership, as requested.

  • Manage confidential and time sensitive issues with integrity. Serve as a trusted advisor to the Population Health leadership team to facilitate the completion of analysis or assessments required for critical decision-making on high priority projects.

  • Stay aligned with and shares best practices with other members of the ECMC team as a way of improving upon the collective development of team members.

  • Ensure tracking of business objectives and outcomes for each partnership and/or initiative led by Health Equity Initiatives function.

  • Provide status reporting to senior leadership on all partnerships/initiatives/collaborative/projects under the Health Equity Initiatives function.

  • In collaboration with ECMC leadership team, be responsible for developing and maintaining ECMC’s content calendar for Population Health Roundtable, including developing and/or partnering to develop presentations.

  • Perform other duties and special projects as needed.

  • Contribute to PSJH’s cultural narrative in a manner personally meaningful and fulfilling

Qualifications:

QUALIFICATIONS

Required experience/education for this position include:

  • More than 10 years of experience with ten years of progressively increasing responsibility in management level (project and/or people) experience with specific facilitation, performance improvement, problem solving, and project management experience of complex, multi-regional, strategically important initiatives. Demonstrated experience and success in leading cross-functional and virtual teams. Demonstrated experience working in large and complex organizations, as well as working across diverse constituencies and geographies.

  • 8 years of experience in healthcare operations for an understanding of the nature of the work performed.

  • Demonstrated ability in driving changes resulting in a decrease in health disparities or inequities for BIPOC, LGBTQIA and/or other marginalized populations.

  • Experience in change management, facilitation, and process improvement methodologies with substantial project management experience of complex, multi-regional, strategically important initiatives.

  • Ability to anticipate and take personal responsibility with appropriate sense of urgency for customer satisfaction.

  • Ability to consistently go out of the way to listen, understand, and support the needs of others in a sensitive manner.

  • Ability to perform challenging tasks efficiently and effectively.

Preferred experience/education for this position include:

  • 2 years of experience leading learning and improvement collaboratives or other large scale improvement initiatives (such as Breakthrough Collaboratives).
