Providence Health & Services Executive Director, Centralized Staffing/Integrated Resource Center in Renton, Washington



This position serves as the lead for the implementation and operation of the Providence Centralized Staffing/Integrated Resource Center. Acts as internal consultant and SME by providing guidance, leadership, oversight and monitoring for clinical staffing, scheduling and timekeeping system-wide. Implements standard analytic tools for staffing and scheduling that specifically measures and monitors workforce efficiency. This position also manages and coordinates External Traveler/Agency contracts system-wide, and regional float pools where applicable to ensure optimal efficiency. This position requires expertise in planning, large-scale project management change management, operations management and the ability to move projects from concept to implementation in a complex organization.

The Executive Director, Centralized/Integrated Resources Center will:

  • Participate with the GVP Workforce Strategy Planning, Human Resources to develop vision, direction, and priorities.

  • Create a vision and strategies that will assure successful expansion of IRC concept system-wide.

  • Develop and implement IRC Staffing and Payroll services across the system.

  • Manage all aspects of external agency contracts from recruitment, clinical outcomes, service level agreements, compliance and invoicing to ensure compliance with regulatory requirements, including JCAHO.

  • Implement standard analytic suite of tools to measure staffing efficiency and cost containment. Establish standard reporting across system to monitor IRC performance.

  • Support patient safety initiatives and divert prevention by assuring the appropriate number and appropriately skilled staff are available in a timely manner.

  • Participate in various productivity initiatives, providing oversight and management of approved productivity targets and tactics for achieving.

  • Work in collaboration with Nursing Leadership, System Supply Chain, Legal services, Human Resources IT and Finance.

  • Partner with Human Resources and System Director of Clinical Education to build external relationships that support successful workforce pipelines.

  • Develop an integrated process for preparing and implementing strategic plans for System Staffing/Payroll Office for Nursing and other ancillary departments. Periodically reviews and updates strategic plans to reflect changing customer needs and strategic opportunities.

  • Prepare department(s) capital equipment budget and operating budgets. Monitor operating statements to assure that budgetary goals are met; and significant deviations are adequately understood and appropriate action taken.

  • Develop common standards, protocols, policies and procedures for all activity of Regional Staffing/Payroll Office for Nursing.

  • Provide leadership to staffing and payroll department(s) to promote data acquisition and reporting that will support quality improvement initiatives as well as support cost effective delivery of quality clinical services.

  • Select and develop team members who will meet the qualitative, quantitative and Mission related goals established for the department(s).

  • Provide guidance and support, performance management and annual performance evaluations for direct reports.

  • Assure system administration of all computer systems supporting the Nursing scheduling, staffing, agency and payroll systems is ongoing and in compliance with all requirements to support department(s) operations in cooperation with Information Services.

  • Provide mentoring, support and leadership using the Mission goals and objectives of the Providence Health System.

  • Promote a culture of engagement, excellence and safety.



Required experience/education for this position include:

  • Bachelor’s Degree in Nursing or related health care areas; Master’s Degree in Nursing, Health Administration, Public Health, or Business Administration.

  • 5 years of experience in acute care leadership / management, preferably with significant exposure to Nursing staffing and payroll functions.

  • Ability to articulate and demonstrate the mission of Providence Health & Services to caregivers, core leaders, providers and contracting agencies.

  • Ability to lead complex organizations through transition and change.

  • In depth working knowledge of staffing analytics processes and staffing/scheduling systems for Nursing and Allied Health.

  • The ability to negotiate favorable outcomes in a complex environment, while involving key stakeholders in decisions and assuring timely decisions.

  • Ability to establish relationships with diverse groups, strong communication and good listening skills is essential.

  • Demonstrates knowledge of healthcare reimbursement principles, information systems, cost management, quality improvement and customer service concepts in a complex matrixed organization.

  • Knowledge of computer systems is strongly desired.

  • Working knowledge of labor contracts and their application to scheduling, staffing, agency contracts and payroll.

  • Working knowledge and ability to manage complex vendor contracts for needed staffing resources at a region and system level.

  • Ability to understand customer needs and deliver services to meet their needs.

  • Ability to conceptualize and implement new service delivery models.

  • Ability to analyze data, regulations, and practices to develop progressive and compliant programs for internal and external customers, including JCAHO.

  • Ability to effectively work in a multi-entity, highly matrixed organization including hospitals and satellite facilities at the region and PH&S system level.

  • Ability to expand and grow the IRC to provide full services throughout PH&S.

Preferred experience/education for this position include:

  • Experience with operating at a multi-facility level.

  • Current, unencumbered license as RN.
