THE ROLE

The Director of Program Operations, Community Technologies is responsible for administrative operations of the Providence St. Joseph Health Community Technologies program. The role of the Director of Program Operations provides the leadership, management and strategy to ensure the Community Technologies Program has the proper systems in place to effectively mature the program and ensure financial strength and operating efficiency. The Director of Program Operations has strong personal accountability for results, strong commitment to teamwork in support of Providence St. Joseph Health’s mission, adherence to ethical business practices and experience operating in a growing fast-paced environment with an ability to prioritize and drive actions to closure.

This Director of Program Operations manages a team of Community Technologies Program Operations staff. Specific accountabilities include oversight of the following functions: financial transparency, including expense controls and key metric planning, development and maintenance of program policies and procedures, management of client accounting process, development and maintenance of client and vendor contracts, alignment with legal counsel and risk information security leaders to ensure conformance with key program requirements.

Key Working Relationships

The position reports to the Vice President of Community Technologies and must establish and maintain effective working relationships staff at all levels in Providence Strategic and Management Services (PSMS), as well as with other Providence St. Joseph Health staff, vendors and agents, and others. This position may have daily interactions with Executives, Directors, Managers, Supervisors, and other subject matter experts as necessary.

ESSENTIAL FUNCTIONS

The Director – Program Operations, Community Technologies will have the following accountabilities:

Program Leadership:

  • Support activities and initiates to assure the Community Technologies Program thrives and flourishes

  • Lead caregivers and team to accomplish program goals

  • Collaborate to meet the lifecycle needs of clients

  • Collaborate with PSMS leaders and regional teams to meet the lifecycle needs of the clients

  • Lead and promote activities that drive or support caregiver satisfactions

Strategic Planning:

  • Responsible to set strategy, vision, goals, and priorities for financial transparency and risk mitigation, client and vendor contracting, program policy, client accounting processes, legal and compliance processes

  • Support a culture of continuous improvement

  • Stay current with industry and technology trends

  • Oversee and mange toolset that help support automated workflows and set strategy for streamlining resource spend

Business Development:

  • Maintain and foster strong relationships with executives, regions, clients, and PHS/PSJH team

  • Oversee client master agreement

  • Oversee client standard offering and commitments agreement

  • Oversee client proposal development

  • Oversee FQHC client grant process

  • Oversee 3PA vendor contract

Marketing/Communication:

  • Collaborate to support execution of the program marketing plan

  • Promote and support digital platform strategies

  • Support the development of materials to support clients

  • Support the development of customer facing documents y suggesting and/or writing articles

Client Services:

  • Oversee change request form contracting process, including intake and close-out for clients

  • Function in the role of Executive sponsor for assigned clients

  • Support adherence to service level targets and customer service goals for clients

  • Manage or support the resolution issues/escalations for clients

Operations:

  • Oversee and maintain the Community Technologies book of business, forecasts and operational budgets

  • Maintain ongoing partnership with system finance, treasury and accounting

  • Assures conformance to legal, contractual requirements in partnership with legal counsel

  • Establishes compliance with operational strategies y evaluating trends, establishing critical measurements, resolving problems and implementing change

  • Support and monitor processes and actions to successfully provide program financial transparency

  • Oversee 3 rd Party contract and CRF contract management processes

  • Monitor key operational metrics and develop action plans needed to meet targets

  • Development, management, revision and storage of Community Technologies policies and procedures

Additional Accountabilities include:

  • Financials and accounting process, including forecasts and operational budget

  • Contracting (contracting and vendor)

  • Business systems oversight and strategy

Qualifications:

QUALIFICATIONS

Required experience/education for this position include:

  • Bachelor’s Degree

  • Proven track record of 7 years in leadership and senior management positions in areas of managing program operations, strategic planning, accounting and finance

  • Experience working with legal counsel, ensuring compliance with industry requirements and standards.

  • Experience working with compliance leaders in monitoring and mitigating risk, as well as response to business process audits

  • Experience with program policy and procedure development

  • Experience in a healthcare setting; understanding system and program operations

  • Experience with Epic Implementations and/or Community Connect

  • Ability to successfully manage large budgets and complex projects

  • Ability to establish metrics to manage key elements of the department’s operational and data analytics performance required to meet both customer and financial expectations

  • Develop and oversee business health metrics for the organization

  • Ability to achieve business goals, revenue and profitability objectives through a respectful, forward-thinking and motivational style

  • Ability to collaboratively set strategy vision, goals and priorities both short term and long term

  • Ability to oversee the human resource functions including recruitment, hiring, onboarding, retention, compensation for the department

  • Business financials acumen

  • Contracting and legal experience

  • Experience in operationalizing new product/services to market

Preferred experience/education for this position include:

  • Human Resources Global Professional Certification.
