THE ROLE

The purpose of this position is to provide an environment for promoting a high level of customer and employee satisfaction and accurate execution of tasks to support the customer both externally as well as in other areas of the IS Organization. These responsibilities span all Providence St. Joseph Health facilities and affiliates.

The Director is responsible for helping develop the strategic plans for the IS organization and for developing and implementing the tactical plans for the Applications team. Develops, tracks and monitors the capital and operating budgets for the Applications team and their participation in projects and support. This position is responsible for leading, mentoring and developing managers and supervisors as well as maintaining the technical competency of and staff to insure the daily operational readiness of the Applications Team. The Executive Director is also responsible for establishing and maintain long term vendor relationships to define and drive the application strategy and roadmap to ensure application stability and a positive user experience.

The Director is responsible for leading the support organization for all HR applications in the IS ERP portfolio (including Oracle Cloud) and working with senior leaders in developing and maintaining a technology road map to support HR, Benefits, Compensation, Retirement, and Talent business needs. Responsible for the daily operations of tier 2 & 3 support for HR ERP systems and associated supporting technologies.

Performs all duties in a manner that promotes team concept and high quality customer interactions.

ESSENTIAL FUNCTIONS

Strategic:

  • Supports the long term enterprise application integration strategy program for HR operations and technology

  • Develops and Implements appropriate service delivery models for core application functions in defining, delivering, and improving services for the enterprise and its customers.

  • Maintains strong vendor relationships to endure vendor accountability in service and product delivery.

  • Is responsible for working with leaders of IS Strategy and Business Development in ensuring adherence to standards, and continuously evaluating the effectiveness of application systems.

  • Ensures that the Applications division supports IS services and systems effectively to meet the needs of the business.

  • Maintains relationships with key business partners and other senior leaders in the IT industry in order to leverage best practices, evaluate and manage emerging application technologies.

  • Participates in the development of the overall IS strategic plan by identifying needed application management strategies and projects that support business needs.

  • Manages customer expectations regarding the measurement and ultimate success of each Information Services project; ensure measurable outcomes are defined and reported for each project.

  • Partners with key stakeholders to implement the capability to provide application services for corporate strategic initiatives that are effective, user-friendly and accurate.

  • Conducts assessments of business needs and options analysis for software design and implementation.

Management:

  • Monitors the performance of applications within their domain and evaluates the performance of services on the basis of specific KPIs.

  • Oversees budgeting and expenditures for applications, staff and services within their span of control.

  • Assists in the development of and monitors compliance with policies and procedures for Application Services that impact all of Providence St. Joseph Health.

  • Assists in developing and negotiating preferred information technology vendor contracts and manages key vendor relationships.

  • Attracts, hires, trains, motivates, retains, and develops a team of first-rate professionals to perform the responsibilities of applications management.

  • Maintains, and operates departmental Service Level Agreements, Operating Level Agreements, and associated KPIs.

  • A proven ability to build an organization and provide responsive leadership; to delegate, coordinate and motivate staff, and to evaluate performance.

  • Demonstrated ability to coordinate and facilitate teamwork with multidisciplinary group, building and reaching consensus; agreeing upon a course of action where there are multiple perspectives.

Operational:

  • Plan and execute integrations for enterprise HR applications

  • Develops budgets and the expenditures for information services related to applications in partnership with other leaders and the PMO.

  • Escalates critical issues, problems or delays in production, projects or any other issues that has an impact on the customer.

  • Actively participates in optimizing processes and leads initiatives to improve service delivery, increase value and promote customer service.

  • Maintains the delivery of secure, reliable, and scalable applications and process that support the growth and financial objectives of Providence St. Joseph Health.

  • Teams with the business and other IS disciplines to develop and maintain appropriate disaster recovery architecture, projects, and policies and participates in disaster drills for applications.

Responsible for all enterprise applications and functions related to:

  • HR (Core HR, Org & Structure)

  • Talent Acquisition (Recruiting and Onboarding)

  • Total Rewards (Benefits, Compensation, Retirement)

Required experience/education for this position include:

  • Bachelor's Degree in Computer Science, Business Management, Information Services; or equivalent education/experience.

  • A minimum of 5 years of Information Services leadership experience, and a minimum of 8 years total of large scale Enterprise Resource Planning (ERP) applications design, operations management and/or implementation experience, or an equivalent combination of relevant experience.

  • 5 years of  experience with Kronos (all modules).

  • 5 years of experience with HR/PY enabling technologies.

  • Experience standardizing complex and disparate processes.

  • Experience in process improvement methodology, change management, operational improvement in complex systems.

  • Demonstrated ability to effectively manage multi-disciplinary groups and to accomplish work through subordinate managers and supervisors, or high level individual contributors.

  • Action-oriented and possess superior judgment, critical thinking, problem solving and cognitive skills.

  • Ability to comprehend customer business needs with respect to support of and impact to PH&S organizational objectives, mission, and core values.

  • Ability to balance multiple priorities and information needs across functional programs, facilities and regions as well as organize short-term and long-term responsibilities in response to changing demands.

  • Respected leadership skills, particularly in the areas of application life cycle management with detailed knowledge regarding core vendor strategies.

  • Demonstrated ability to effectively manage information technology in large and complex organizations cost efficiently and effectively.

  • Ability to rapidly summarize complex information and present to others.

  • Outstanding written and verbal communications and listening skills.

  • Exceptional planning and organizing capabilities.

  • Proficiency with MS Office suite of products.

  • Demonstrated ability to create and successfully execute strategic plans for highly complex issues; healthcare information services operations and support; methodologies related to application management such as system deployment, support, and life cycle.

  • Experience planning and executing on technical roadmaps that align to and support business goals of a rapidly growing organization.   

  • Experience managing and developing a team of technical analysts.  

  • Understanding of current HCM ERP market and emerging trends

  • Demonstrated project management experience and skills

  • Experience with ERP assessments, including software selection

  • Experience with vendor management including contract negotiation and relationship management. 

  • Proven capability to build productive outcomes using networked teams in dynamic organization environments.

  • Strong understanding of Human Capital Management (HCM) processes and leading practices, including:

Preferred experience/education for this position include:

  • Master's Degree in Information Services, Business Administration, Healthcare Administration, Public Administration, or a related IS or healthcare field; or equivalent education/experience.
